Microsoft 365 Copilot Security Risks: Why SharePoint Oversharing Is Your Biggest Threat

Microsoft 365 Copilot is one of the most powerful productivity tools ever released into the enterprise. It’s also, for most organizations, one of the most dangerous — not because of what it does, but because of what it exposes.

Here’s the core problem that nobody in your vendor briefings will explain clearly: Copilot inherits the permissions of the user asking the question. If a user has access to a SharePoint site, Copilot can read every document on that site. If “Everyone except external users” has Member access to your HR Benefits library — which contains salary bands, termination letters, and benefits enrollment data — then every Copilot-licensed user in your organization can ask Copilot to summarize that content.

And Copilot will happily comply.

This isn’t a bug. Microsoft’s own documentation states it plainly: Copilot “only surfaces organizational data to which individual users have at least view permissions.” The problem is that most organizations have given far more people view permissions than they realize.

How SharePoint Oversharing Becomes a Copilot Data Breach

Oversharing in SharePoint happens gradually. Someone creates a site and sets permissions to “Everyone except external users” because it’s easier than building a security group. A team migrates content and carries forward the old permissions without review. An executive assistant shares a folder broadly for a one-time meeting, and the access is never revoked.

Over time, sensitive content — HR records, financial planning documents, legal contracts, executive communications — ends up accessible to far more people than anyone intended.

Before Copilot, this was a theoretical risk. The data was technically accessible, but nobody was browsing through hundreds of SharePoint sites hunting for salary data. The practical attack surface was limited by the simple fact that humans don’t have time to read everything they can access.

Copilot changes that equation completely.

Now any user can type “What are the salary bands for senior engineers?” or “Show me recent legal contracts” or “Summarize the executive leadership meeting notes from last month.” If their permissions allow access to sites containing that content, they’ll get an answer — instantly, without ever navigating to those sites or knowing they existed.

As one security researcher put it, Copilot doesn’t validate whether access is intentional — it simply operates within the user’s existing permissions. This makes unintentional access exactly as dangerous as intentional access.

What a Copilot Readiness Assessment Actually Finds

In every Copilot readiness assessment I’ve conducted, the same patterns appear:

The number varies — I’ve seen as few as 4 and as many as 30+ — but they always exist. HR, Finance, Legal, and Executive Communications sites are the most common offenders. These sites typically contain thousands of documents, and the “Everyone except external users” permission has been in place for months or years without review.

Microsoft now provides tools to surface this — SharePoint Advanced Management (SAM) permission state reports, Purview Data Security Posture Management (DSPM) data risk assessments — but someone still needs to analyze the results and act on them.

Sensitivity Labels Deployed but Not Adopted

Organizations have purchased Microsoft Purview, created a few sensitivity labels, maybe even published a labeling policy. But actual adoption — the percentage of documents with labels applied — is almost always in single digits. I routinely see 5–10% label adoption across the tenant.

Without labels, Copilot has no signal for what’s sensitive and what isn’t. Everything with matching permissions gets treated the same.

No Auto-Labeling Policies Configured

Even organizations that have labels rarely have auto-labeling rules in place. Auto-labeling uses content inspection to automatically apply sensitivity labels to documents containing patterns like Social Security numbers, financial account numbers, or health information. Without it, you’re relying entirely on users to manually label every document. That doesn’t scale and it doesn’t work.

Org-Wide Copilot Rollout with No Targeting

Licenses assigned to everyone, no pilot group, no phased deployment. Every user gets Copilot on day one, and the oversharing exposure is immediately live across the entire organization. Microsoft’s own deployment blueprint recommends a phased Pilot → Deploy → Operate approach, but many organizations skip straight to full deployment.

The Copilot Readiness Score Most Organizations Fail

I score Copilot readiness on a 100-point scale across five dimensions:

  1. SharePoint oversharing — how many sites have org-wide access groups with sensitive content
  2. Sensitivity label adoption — percentage of documents labeled in the last 30 days
  3. DLP policy coverage — whether Data Loss Prevention policies exist for Copilot interactions
  4. Conditional Access configuration — identity-driven protections for Copilot access
  5. License governance — targeted rollout vs. org-wide deployment

The average score I see across engagements is 38 out of 100. That’s not passing. That’s “you are not ready to deploy this product safely.”

Most organizations score well on Conditional Access — they’ve already invested in CA policies for other reasons. But the data governance dimensions — oversharing, labeling, DLP — are consistently failing. These are the dimensions that determine whether Copilot is a productivity tool or a data exposure vector.

How to Prepare for Microsoft 365 Copilot Securely

If you’ve already deployed Copilot org-wide, act now. If you haven’t, do this first:

1. Audit SharePoint Permissions Before Anything Else

Identify every site where “Everyone,” “Everyone except external users,” or other broad groups have access. Prioritize sites containing HR, financial, legal, and executive content. Replace org-wide groups with targeted security groups that reflect actual need-to-know.

Use SAM permission state reports and Purview DSPM data risk assessments to get visibility. If you have SAM, the new content management assessment can evaluate and flag content risks with a single click.

2. Deploy Sensitivity Labels with a Default Label Policy

Create labels, publish them with a default label policy so every new document gets a baseline label, and configure auto-labeling for your most sensitive content types. Target 80%+ label coverage before expanding Copilot access.

Three labels published but 8% adoption is not a labeling program — it’s a checkbox.

3. Implement DLP Policies That Cover Copilot

Data Loss Prevention policies can now prevent Copilot from surfacing content that matches specific sensitivity labels or content patterns. Microsoft announced DLP for Copilot prompts at Ignite 2025, which prevents responses when prompts contain sensitive data. This is your safety net for content that’s correctly labeled but shouldn’t be returned in Copilot responses.

4. Phase the Rollout — Don’t Deploy Org-Wide on Day One

Start with a pilot group of 20–30 users in a department where oversharing risk is lower. Monitor what Copilot surfaces. Use Microsoft Purview audit logs to track Copilot interactions. Expand only after you’ve validated that permission boundaries are holding.

5. Establish a Copilot Usage Policy

Define acceptable use, what data categories users should avoid querying through Copilot, and what the reporting process is if Copilot surfaces content a user shouldn’t have access to. That last part is critical — you need users to tell you when permissions are wrong, and they’ll only do that if there’s a clear, blame-free process.

The Cost of Getting This Wrong

Here’s the calculation most organizations don’t want to make: the cost of remediating SharePoint oversharing and deploying sensitivity labels is real — it takes planning, change management, and sustained effort.

But the cost of a data exposure through Copilot — where an employee discovers executive compensation data, upcoming layoff plans, or confidential legal strategies through a natural language query — is significantly higher. And unlike a traditional data breach that requires an attacker, this happens with legitimate credentials, through a Microsoft-supported product, using permissions that IT granted.

Industry data suggests over 15% of business-critical files are at risk from oversharing and inappropriate permissions across typical Microsoft 365 environments. Multiply that by an AI tool that makes all of it searchable in natural language, and you have a governance failure waiting for someone to type the right question.
